Review of Lottery Community Grant Schemes

Sport Wales currently runs two National Lottery-funded community grants schemes, namely Community Chest, which was established in 1999, and Development Grants, which started in 2009.  Since their establishment over £39 million of National Lottery funding has been distributed to grass roots sport in Wales and both schemes have made a hugely positive impact on the development of grassroots sport in Wales.

In November 2018, Resources for Change were commissioned to undertake an independent review of these programmes.  The review, which can be found here, sought to build on the successes of the past and ensure these grant schemes are fit for the future and best able to support the Vision for Sport in Wales - "an active nation where everyone can have a lifelong enjoyment of sport." 

The review examined similar community-focussed grant schemes, identified best practice and made recommendations to inform the future operation of Sport Wales' community-based National Lottery programme/s.  This included areas such as grant priorities, administration, monitoring and evaluation; assessing impact and value for money.  The next stage of the review is to consider the type of scheme/s needed for the future and we will continue to provide updates and involve stakeholders in these discussions.

Following the receipt of the final report, a Project Team has been established to implement a new community-based National Lottery Grant Scheme, hopefully by April 2020.  The aim of the scheme is to benefit applicants and Sport Wales alike, by utilising changes in technology to better meet the needs of the applicant, whilst ensuring that the process helps Sport Wales measure the impact of its investment.  

On Wednesday 12th June, an initial 'Stakeholder Engagement' session will take place to consult on specific aspects of a new National Lottery grassroots grants scheme or schemes.  A representative group of partners will be attending from Local Authorities, National Governing Bodies of Sport, the Voluntary/Third Sector and Sport.
